If you want to do it as fast as possible, I advise you to fight the boss of Lagoon City Zone Act 1. It summons waves of enemies (10 by wave) that you just need to destroy using Drop Dash. They're all aligned so it's pretty easy.
To do a Drop Dash : Jump with
, push a second time when you're in the air and hold it. When landing, Sonic will roll.

DON'T use the Rabbit skin. Because the skin is called Rabbit and not Sonic, every enemy defeated DOESN'T count

Stage: Lagoon City - Act 1
Play through the level like normal until you reach the boss. On either the first or second stage of the fight, press
, then press and hold again to used Sonic's Drop Dash attack. Thankfully there's a checkpoint just before the battle. So if you die, you can just quickly get back to the boss and keep going.
