In order to reach him we need a special amount of the yellow Fireflies which we can only collect if its Night time / raining.
We need 30 or something to get the Stairs builded to reach him.

After you've opened up both Gates, you'll need to switch to nighttime (if you're not already in it) and collect 30 Fireflies. Simply walk near one and put your cursor over it. When the cursor turns into a hand, press
to grab it. When you have all 30 Fireflies, make your way up the final tower and at the top will be a long bridge. If the bridge is incomplete, you did not get enough Fireflies.
