In order to go to the Cathedral you have to beat Mom's Heart 11 times. Judas has high DMG, but only begins with a single heart container. Usually this isn't a problem because you can face roll early floors and get easy devil deals. After killing Isaac and touching the Chest the achievement will unlock.
