Start a 2 player Timejinx game. On the first question, have both players enter the exact same year. This will result in a "Jinx" and the achievement then pops.

TheDude722 also reports in the comments that you can also match/jinx with an audience member.

Also if 2 or more players don't answer at all, they get forced to answer at one end of the answer range, and automatically get a jinx. Don't know if the achievement pops for it because I already had my achievement.
