This achievement is earned once you complete main quest "Radio Free Monarch" or "Signal Point in Space". You can either kill Sanjar and Graham or convince them to stop via less lethal means.

The achievement is unlocked when you convince both factions on Monarch to stop broadcasting and notify Hiram Blythe, the info broker, accordingly. The two factions are Monarch Stellar Industries (MSI) and The Iconoclasts. The achievement is missable because it is possible to get to the game’s point of no return without landing on the planet Monarch. Nevertheless, both branches in the main story—the Phineas path and the Halcyon path—provide access to Monarch where the achievement can be unlocked.

If you choose the Phineas path, you will be required to go to Monarch and play through the Radio Free Monarch main story quest. If you choose the Halcyon path, you are not required to go to Monarch but can elect to do so during the main story quest Signal Point in Space. Provided you activate either Radio Free Monarch or Signal Point in Space, you have the task of convincing both MSI and The Iconoclasts to stop their broadcasts.

To persuade MSI to stop broadcasting, complete the faction quests, BOLT with His Name and Errors Unseen. To persuade The Iconoclasts to stop broadcasting, complete the faction quests, The Commuter and Pay for the Printer.

Once both factions agree to stop broadcasting, clear out the enemies in Devil’s Peak Station and notify Hiram Blythe, the info broker. The achievement should pop during the conversation.

How can this achievement be missed? If you embark upon the Halcyon path, you can go directly from Byzantium where you acquire the dimethyl sulfoxide to Phineas’s lab. You can choose not to do Signal Point in Space and, therefore, not go to Monarch. Once you give Phineas the chemicals, you can go to the Hope and--after skipping it--to Tartarus. When you go to Tartarus, you reach the point of no return without ever going to Monarch and, thus, missing the achievement.

Planet: Monarch
This is a multipart quest and part of the main story.
This trophy is story related and can not be missed.

(Side Quest) When you reach Devil's Peak, the Iconoclasts will ask you for help and agreeing will start their storyarc. The second part is the bit linked to this trophy.
You'll be tasked to get a printing press working. Go there and find the press, clear out the enemies and interact to complete the main objective. If you want the optional, turn left as you leave kill more Manti's and find the Medic and return to the party leader outside of the township.

(Main Quest) Once this is done you'll be directed to the information broker. Talk to him and he'll ask you to shut down both parties from broadcasting on his channel to relieve him to get his information to Phineas.

(Side Quest) Go to MSI (you'll be directed to him via waypoint), talk to the leader, Sanjar. Although you can be an ass to him, resist the urge and agree tp help him out. Upon completing the storyarc you can go back to the Broker and tell him that they have stopped broadcasting. You must help MSi to finish this trophy

(Main quest) Return to The Broker and turn in. He'll then ask you to fix the array outside. Head outside and flip both switches, after dialogue this trophy unlocks.
