This takes place towards the beginning of the game.
After cleaning up the knocked over plant in the lobby, you will then have to talk to Beth at the front desk. After talking to her, you will then head back towards the elevator. There will be a puddle at the corner right before the elevator, just ignore it and walk past it to the elevator, and you will get this achievement.
If you make a save right after talking to Beth, you can reload the save to also earn “The Puddle Patrol” achievement for cleaning up the puddle.
