Story related btw, you need to scare this wyvern first to get the ball rolling on the satellite section of Chapter 1.

During your 1st mission, you will see your target just sitting in the middle of the road. Make sure you don't get too close to it so that it won't get scared off. Using the inside camera of your car, look down at the steering wheel & press 
on the horn. Once you do, the trophy should pop.
Note: Be sure to go for 1: At Least You Tried
