This pops as soon as you complete the main objective of your 4th mission. Just go to the location mentioned in the objectives card, there are 3 towers there. Climb the one that's right near the road, but don't pull the switch here yet, just use a cable as a zip line to go to the tower on the right of the beached ship. Flip a switch there, then go to the last tower (on the other side of a ship) & flip the switch there. With both towers activated return to the one you climbed 1st & finally flip the switch there.
