This pops as soon as you complete the main objective of your 3rd mission. Go to Bright City, find a whale flying through the air (not hard, LoL) & then use your searchlight to point it in the required direction. You need to lead it to the derailed train. When being there, climb on the box next to the train, start the train with a switch, get in the car & follow the train engine until it derails (again)
