So like all the other achievements, ensure your console language is set to Japanese. Pick the English or Japanese version Original mode and put about 30 credits in (you can also add credits at any time if you get low). Use the save glitch to win 2 games in a row without quitting out. Original Mode plays like a season. When the third game starts, let the timer run out and wait. You should get both the Record Score and Mark High Score achievements. If you get a prompt while you are waiting, be sure to hit the 
button.
edit: Some players have reported that the achievement would not unlock in the English version. If that is the case, then do the same steps in the Japanese version and it should unlock.

I deleted my warning as this is the definite way of gtn this achievment and this is one of the people that advised me once again thank you so much

Most freakin' annoying achievement ever.
First, set your console language to Japanese. That should be the third language from the bottom. You'll need to restart your console when you back out. (QuanticJustice says it was the bottom option on his.)
Now when you go into the game, go into Japanese Original mode. I suggest playing for your 15 runs doing this, since that saves you from having to do that too. If you follow the outside of the box and move in during the pitch method, you'll likely have no trouble.
Every so often, press
, select the first option, and press . This saves your game. You have to win for this to work. It's pretty much the only time you'll need to win since the run achievements pop in-game. If this is your first time playing a NEOGEO arcade game, this allows you to quit out of the game at any time (second line from the bottom in the menu), then go back in and restart from your last save.
When you see the countdown pop up on-screen, make sure you continue. You can still reload your save, so it's not the end of the world if you don't. You must play ALL 9 INNINGS to record the score.
When you finish the game...no, you can't record it yet. Start the next game (you can just idle and the game will pick everything for you), and just sit. Eventually that countdown timer will start. This time, let it run down.

On my system settings, Japanese is the bottom entry on the language drop down.

You don't have to go through the nonsense of changing your language anymore to unlock these achievements just FYI.
