I only played a couple matches so I'm not yet sure exactly how the submissions work when they're not finishers, but the easiest way to get this (I did it completely by accident) is to just pick someone with a submission finisher. (I did it with Bryan Danielson's Cattle Mutilation, but Sting, Chris Jericho, etc. would also work.)
In the pause menu, if you tab over to the right, you'll see the character's move list. Find the commands to execute their submission finisher. If you're on normal or below & playing a 1-on-1, hitting a finisher seems like an almost automatic win (at least I haven't seen it lose yet), so if you get it locked in, you should have the achievement.

Holding ‘A’ seems to lock in a submission.

I've only played a couple matches so I don't yet fully understand how non-finisher submissions work, but a real easy way to do this is to just pick someone with a submission finisher (I did Bryan Danielson but Chris Jericho, Sting, etc. would also work).
You can check how to set up their finisher by pausing and using R1 to tab over to 'Move List.'
On Normal difficulty or below at least, hitting a finisher is practically a guarenteed win, so if you lock in the finishing submission, that should get you your trophy.

To defeat someone by submission you'll ideally want someone with a submission finisher. An example of this is Bryan Danielson but you can also add a submission finisher such as the STF or Cattle Mutilator to a custom wrestler. Start an Exhibition match with one of these wrestlers and check your wrestler's moves to see what position you and your opponent needs to be in to perform the submission finisher. If you're Bryan you should have an easy time as his only finisher on a standing opponent is a submission. Beat on your opponent until you fill the momentum bar, taunt your opponent to unlock your finisher and perform it, your opponent should submit after a few seconds. If not, beat on them some more and repeat until they give up.
