This is a development empire quest. Empire quests are activated in the campaign automatically or in a scenario by selecting the 'Empire quest' checkbox under 'advanced setup' and 'gameflow' as you set up the game.
Empire Quests can be viewed in game by bringing up the radial menu with the Y button and selecting "Objectives".
To Unlock The Economist:
- Research any Resource improvement in the Economy tree
- Build a sector specialization
- Upgrade a sector to level 2
Rewards (For being first player to finish):
- 200 Energy
Prerequisite:
Complete The Builder empire quest
- Add a sector to the capital
- Exploit a colony sector
- Found a second colony

The Win10 version (for anyone using this solution) requires you to upgrade a sector to level 4. Haven't quite figured out how yet.

There are several ways to increase a sector's level:
1. Development upgrades can increase a sector by a maximum of 2 levels.
2. Terrain upgrades can increase the sector level. Note the energy/production/food/research icons on each sector. For example, you gain 2 sector levels for building a production exploitation on an arid/mountain terrain sector.
3. Landmarks, this would be your best bet. Bronze, silver and gold landmarks add high level exploitations to sectors. Gold landmarks are level 5 sectors.
