The achievement text is a little misleading - the actual order of assigning a lord or lady and maxing the skill seems to be irrelevant.
Simply start a new planet as Oathbound, get one of your heroes to level four and pick up one of the three Colony Lord skills (each costs four points), then in the details screen assign them to a colony. The second tier skill required for the achievement will be available at level six (costing another four points), and you should pop it as soon as you confirm the skill selection.
