This one took me a lot of try, what i did is creating a planet with 3 human player, small planet set up as pangea (to have more chance to have a player close to another one) when i found another player near me i created a colony close to the other player and wait for an event to begin, if not the one i need just reload and retry until i find the Reflective dust event.
Reflective dust make every unit invisible to the other players, i reloaded a lot of time everytime an event pop up and the first time i saw reflective dust was on day 46, so u probably need to wait until day 40+ to see it, don t waste time like me doing it in the first days cause probably it wont pop.
After day 40+ everytime u receive an event if is not reflective dust reload the day before and retry until u find it, when it pop simply use your troops to capture a colony during the event and the achievement should pop
