Start a scenario, make sure you use custom options to set hero max level to 25. Play against 4 players (best done at the same time as having 3 vassals). Have 1 as the guy who gets the achievement and the other three flood soldiers to that heros army. Use manual combat, just skip turns while the hero you want to get to 20 is using auto combat. It will take a bit but you will reach lvl 20.
Additionally you can add a combat sim center (named different for different races) that will add experience to any soldier/hero that is within 1 square of a city. By doing this you can get there even faster.
Make sure at lvl 8 you learn the skill Modular Extension. This will give you the 4th mod. Make sure you add 4 mods to the character at level 20 and pop goes the chievo.

I have found that if you split an attacking army into 6 single troops, it gives the hero more exp than attacking with a full army of 6.
So spread out the troops around each other and have the enemy hero kill them in one or two attacks.
I seemed to gain slightly more exp this way.
