go to 7:00 misetan amusement park to find the detective and officer
shoma is found a little later at central hospital
just click on each of them and choose "give chocolate"
you don't have to get them all in one go, like in my first playthrough I missed the officer, and when I went back and gave him one and the achievement popped right then
