During Chapter 3 with Ryuki, you'll have to go to Lemniscate as part of the HB investigation. Upon arrival, and after the mysterious woman enters the agency, speak to the receptionist who's tucked behind the yakuza. Keep asking her to visit Atami over and over again until you get the Atami ending cutscene.
