Unlike with similar achievements in the Danganronpa games, you do not need to have 20,000 eyeballs in your possession at once. You can spend them. Eyeballs can be obtained from:
Raising adult eye-ies: 1000 per new adult discover * 8 = 8000
Finishing Somniums in goal time: 500 per somnium * 13 = 6500
Collecting Eyeball Collectibles in Somnium: 100 per eyeball, 5 per somnium * 13 = 6500
You also get a varying amount for interacting with things for the first time in Somniums.
