This is unlocked by completing the eighth mission of the game, which has you helping to heal Simone's sick bird Peeps.
Begin this mission by going to the Animal Hospital where you see the bird icon, your boss will instruct you to get a carrier out of the equipment room and go to Simone's house to pick up Peeps.
Do so and return to the hospital, where you'll do a series of fetch quests around the building to get treatment items for Peeps. When all is done, place him back in the carrier and return him to Simone for the achievement.
