This is unlocked by completing the twenty-first mission in the game, which has you looking for a lost dalmatian named Tina.
Go to the dog icon on your map and talk to the guy named Tom to learn about his missing dog. Search the new dog icons on the map until you find Tina, and then bring her to the Animal Hospital.
Your boss will send you to the dispensary several times to get items to treat the dog, after which return her to Tom in the waiting room for the achievement.
