This is unlocked by completing the ninth mission of the game, which has you gathering ten bottles of medicine that are scattered all over town.
This continues directly after the eighth mission, so once you've delivered Peeps to Simone return to the Animal Hospital for the next task. Your boss will have you walk around town and collect ten bottles of medicine, all clearly marked on your map.
Once you've done so, return to the hospital and place them on the counter of the dispensary. Your boss will have you take one of them back to Simone, which will unlock the achievement after you give it to her.
