As of May 2020, this achievement has been patched and will now unlock!
Pro requires you to hit experience level 30, which is 90,000 XP points. You get points by completing missions.
You will not hit this by doing just the 23 "story" missions, so you will have to do fetch quests until you have enough experience to unlock it.
I was at level 29 when I finished the main game, so you only have to do several fetch quests to hit 30.

I hit level 30 after finishing the Cow mission, but this achievement did not pop until after I delivered all the bills and the credits rolled - just in case anyone else runs into this and panics like I did 😂

just a little info regarding XP farming:
Healing Herbs 1000 XP (normal walk)
Medicine Bottles 1200 XP (medium walk) -> 4 minutes = 2400 XP
Owl 2300 XP (extreme walk) -> 4 min 10 s = 2300 XP
Cheese Delivery 1600 XP (long walk)
Milk Delivery 1600 XP (long walk)
Egg Delivery 1600 XP (long walk)
Fish 800 XP (normal walk) -> 4 min 10 s = 2400 XP
Squirrels 1200 XP (very long walk)
Wild Ducks 2000 XP (very long walk)
