You can get this achievement once you complete the first three jobs and get to the basement. After repairing the fusebox you'll need to clean up. This is as simple as picking things up, by holding 
, and dropping them, by releasing , in the green bin in the corner.
I'm not exactly sure on the requirements; I still had 5-6 items in the side room when it unlocked, so you don't need zero garbage. I got rid of or sold the posters on the walls which appear to count. Also, don't miss the boxes and crates on the shelf below and on top of the table where you save your game (on the back wall). Finally, make sure things actually go in the bin; several items fell down between the bin and the wall behind it as the placement is a bit finicky.
