Save-scum! Don't bother trying to make a sustainable, 'proper' aquarium for this.
Play normally until you have the cash, then buy lots of random expensive items and chuck them in until the sale price goes over $8000. It's not dollar for dollar, so you don't need to spend $8000.
I found this needs to be done in the Basement. I actually couldn't sell tanks at the Aquarium (there was no option to select the Sell confirmation...) and the Oceanarium only has fixed tanks. This isn't a bad thing as you can see the sale price on the note as you go.
Once I had a normal tank set up, I spammed a heap of the dinosaur decorations to reach the sale target; they were littered all over the base of the tank. It looked ridiculous! But it can be anything.
Sell the tank, pop the achievement, then reload.
