This can be achieved by any character and any Arcana with a powerful damaging effect.
First you must go into the powered up state of arcana by pressing X, Y and B all at the same time...Followed by the button input to do the Arcana's Blaze attack. This always seems to be a Hadouken motion with the joystick followed by X, Y and B again.
Once you've got that down just make sure that your opponent has low health and that it finishes the match and K.O.'s them.

To use an Arcana Blaze you must first activate Extend Force (ABC/
). Extend force can only be used on the ground and will only last as long depending on the amount of force gauge you have. Within that time frame before it ends you can use the Arcana Blaze with 236ABC/ +
it will activate a strong move depending on the Arcana you have chosen.
Warning: This cannot be done with the Time Arcana or the Water Arcana because their Arcana Blaze attacks deal no damage.
