The option to upgrade will unlock well into the first chapter, after completing mission 5A “Retrieve Combat Logs”. You’ll additionally unlock the ability to challenge other ACs in the arena at the same time.

You’ll need to win at least one arena match to acquire the upgrade currency. Once you do so you can select the upgrade you want, with the achievement unlocking immediately upon doing so.
