When u get towards the end of Chapter 9 ull have a cutscene with Jun where shes on the phone, after a little talk it will give u the option to Spare her or Execute her, for this u want to spare her then immediately after the achieve unlocks press start and retry from checkpoint to do it the other way and execute her.
