Just to add to what CyberChristFF wrote, this IS NOT a team achievement, you have to tie up the terrorists. An easy way to get this achievement while not risking your progress is to have your partner nab the first guy and you mop up. It'll take a little longer but sometimes the guys on the fringe start shooting.
