In my opinion, the easiest place to get this achievement is on Mission 6, Chapter 2 "Sink It".
Immediately when the level loads, tell your computer partner to hold (passive). Walk down the stairs and face the soldier on your right. Press 'A' to mock surrender. Line up your sight for a head shot by using 'LT' and then fire using 'RT'. No need for a checkpoint, just enter the pause menu and reload. Complete 25 quickdraw kills for the achievement.

I find this a better place then the last solution for two reasons:
1. No cutscene to sit through over and over.
2. My partner kept firing on the soldiers to whom I was trying to mock surrender before I could get a quick draw kill

Chapter 5 "Shattered City"...this place is really easy to get this and the In-Synch achievement...all you do is run about 30 feet...surrender...quick draw the two guys and rinse/repeat...

It's also a really good spot for the loot and pillage achievement. $40,000 every time in the supply crate. You don't get to keep the cash but it still counts towards your running total.

Really good spot, what a crum, the ai dickhead shoots the enemies mucking it up 80% of the time.

The easiest place to gain this achievement is during Mission 4 Chapter 2: Don't Die in a Hospital. As soon as you step jump wait for the cut scene to play and walk up to the window. You should get a choice to mock surrender, do so then just take out the enemies. Reload your checkpoint, rinse and repeat and the achievement will be yours in no time.

I'm sure the other solutions are all viable,I just think I've found a perfect spot to get 3 guaranteed kills in one 'quick draw' shot,occasionally 4 kills depending on the games explosion damage mechanic.
Load up or get to the 'Cages' section of 'Chapter 3-The Zoo'& when you've rescued the mandatory zoo worker hostage from the cage,you need to kill a few baddies then you'll get to the next checkpoint through the big door with a red Panda on it & immediately get into 'mock surrender' with another hostage situation.Get your coop AI in passive hold & you'll see 2 red explosive barrels conveniently placed by the baddies.Enter 'mock surrender',pull LT,aim for the left barrel then RT to quick draw and 'Boom' it'll kill the 3/4 baddies & the hostage,but as long as you reload the checkpoint after the cheev pops you can still proceed with the 'save all hostage' playthrough by only shooting the right side barrel & saving the hostage when you're ready to proceed onwards.
I also think this could be a good spot to go for the 'In-synch' achievement if you're playing with another person rather than the AI.

I found a good way to do this in half the time. Load up the part of Chapter 4 where you meet the child and get to the hostage situation in the Auditorium. Tell your partner to Passive Hold Position by the entrance and crouch as you sneak down the stairs your right side. Stay close to barrier before you pop out and Mock Surrender once they notice you. Continue walking down the stairs and to the right until you line up the two nearest enemies, but make sure you don't move too fast or get too close or they will start shooting. If you line up the shot right, you will get 2 kills before having to restart the checkpoint.
