Easily accomplished with the Zodiac Deck. Though the achievement description says "Bought 5 Vouchers", it really means "Have 5 Vouchers".
This deck begins with three vouchers, making it very easy to add two more by Ante 4 through normal gameplay.
To unlock the Zodiac Deck, simply complete a run on Red Stake difficulty (itself unlocked for a deck by completing a run on White Stake difficulty)

Multiple people have reported that the above method is no longer working. I'll leave this up in case it is patched back in later on, but for now the recommended route includes:
Using the Yellow Deck to start with extra money, selecting any tags that add extra vouchers to the shop, and certainly looking for the Hieroglyph Voucher to have an extra Ante to work with.

This didn't work for me for some reason. Bought the first 3 vouchers in Ante 1, 2, and 3. Ended up with 6 vouchers (all unique types too) and this never unlocked. maybe the patch changed it? I think you need to use the (Hieroglyph) voucher for -1 ante, or a +voucher tag for skipping a blind. Probably easiest in the yellow deck and a money generating run. Maybe someone can confirm.

So the strategy you posted doesn't work; evident by the fact that the achievement is still locked for you. It's quite easy using a Yellow Deck on basic difficulty. You'll need to trigger either the Hieroglyph -1 Ante Voucher (in the shop) or the Voucher+ Tag (on a skip), before the end of Ante 4; having purchased at all available shops.

The secret is to get the Hieroglyph voucher. Not only does it give you a Voucher, but it also sets you back in time so you have more time to grab more vouchers.
After that, it's just a matter of making money. Try to get quick money.
Good ways: Investment tag ($25 for beating the Boss Ante), Handy (gain $1 for each hand played this run), etc. Getting free Jokers is a good way to save money and still have a strong hand. Obviously, getting the Discount voucher (store items are cheaper) is good, since it makes Vouchers only cost $7.
Buying a Voucher every round should get your 5 quickly then.
After that, it's just a matter of making money. Try to get quick money.

Start a run with the Zodiac Deck. (Unlocked after beating a run on Red Stake difficulty.) The Zodiac Deck lets you start with 3 of the 5 vouchers needed for the trophy. Then buy the other 2 before Ante 4.
