It should read "Acquired the maximum amount of stock for Special Weapons."
Which is achieved by maxing out the bombs located on the bottom left of the screen. You can do this by picking up the blue icon with the bomb on it until you have 4 large and 2 rows of small.

You need to collect these bomb items through out the game for get max amount. Now the max is 4 Large Bombs and 40 small ones. This is easy enough in Super Easy Mode and should come without even trying.
