You need the weapon Odette to for this. You will find the angelic hymn pieces in chapter 6. It's broken into 3 pieces and 2 of them are hidden.
Piece 1 is directly behind you when you start the chapter.
Piece 2 is behind a breakable wall the the left side of the arena of the Verse 2 serpent fight - after going through the door, jump down to the water and go left from there.
Piece 3 is earned after the doppelganger fight at the end of the chapter.
When you have the weapon equipped, kicking enemies will eventually freeze them into big blocks of ice. If you enjoy using this weapon the achievement will come naturally, but for grinding I recommend the prologue on normal. Just kick kick kick away at the enemies! Holding down B between combos will add in extra hits, which will freeze enemies faster without doing too much more damage. The annoyance here is having enemies die before they freeze, so I highly recommend this technique.

Once you've aquired Odette (Ice Skates) equip it to Bayonettas feet and use 
combos only. Once you've hit an enemy often enough with those attacks he will freeze and turn into a huge ice-block that you can pick-up and throw. Freeze 20 Enemies and the Trophy is yours.
