You can do this on the very first race on Easy Street. It's a very easy race so you don't need the powerups, and you can replay the race any time.

You can pick up the powerups, just don't activate them with cn_A

If you use Rez you can use your special boost power up if you need it and the achievement still unlocks.

This is easier to achieve at lower levels. You do not have to avoid hitting power up bubbles you just can't press to activate in once you have it, you then need to come first in the race. Racing at 100 HP or 250 HP makes this a lot easier to achieve. Make sure you have upgraded your Kart to its maximum to make this even easier.

You pick up power-ups by hitting bubbles with a question mark in them.

It is OK to pick them up, but don’t press you’re button to release it. Racing a 100 HP race will make it easier to win just upgrade your car to its maximum, but it can be done on any HP race.
