There are several steps to take after receiving the order from the Ministry to evict Klaus Shimmer.

You'll have to have talked to Shpak (ask "How's it going?" to receive a bottle of whiskey) and Popanedo about his special offer.

Talk to Klaus Schimmer and tell him about ministry order, offer help, and insist on talking, ask “Why don’t you take it?” and you’ll receive the “Papers, please!” task.

Talk to Nathan (the merchant) about Popanedo's canned food and he’ll take it to sell for you. The next day, he’ll return with only $1,500 for you.

Meanwhile, talk with Mark Ranek about how to help Schimmer and tell the true story. Immediately talk to him again about how to help Schimmer, you’ll give him the whiskey, and he’ll bring you the absentee certificate the next day.

Once you’ve got the money from Nathan, talk to Popanedo, offer to earn money and you’ll receive the “Making up” task. Once you’ve spoken with Mark Ranek again (he returns with an !), choose the help Schimmer option and you’ll receive the absentee certificate. Finally, speak with Klaus Schimmer, give him his certificate, and hear about how they still can’t escape. Next, talk with Popanedo again, and you’ll propose that the Schimmers leave on the barge with him. Finally, talk with Klaus Schimmer one more time and the associated task will complete, after which this achievement will pop.
