This unlocks after you Jacob in apartment 2 arrested in the Crime and Punishment Task which is given to you at the start of the game.

1) Start a new game
2) Complete/Skip the Tutorial
3) Go to the phone and pick up the Crime and Punishment task
4) Go to apartment 2
5) Search the telephone and find the gambling cards
6) Install a camera in the alarm above the table
7) Return to the phone and inform the order you have completed the task
8) Watch apartment 2 and catch Jacob making drugs on the table by click the right stick
9) Go to your desk and create a report on Jacob
10) Wait for the police to arrive and arrest JAcob

Story-related and unmissable.
Your first task, "Crime and Punishment", will be to gather information on Jacob Manishek. When you report him for making drugs and he is arrested, the trophy will pop.
