Very easy this one. I used Superstar and found an area with lots of space.
Just hold RT (accelerate) plus LB (e-break) and hold left on the left analogue stick (steer). The car will start spinning in circles. As long as you don't get rammed while spinning you'll get the achievement. Even if you do, just try again. It shouldn't take more than a couple of tries to get.
