Alright, this one is easy.
Create a Private game and choose the checkpoint race. Good thing about the MP portion of this game is that it will add bots.
Choose the " Helter Skelter" as your track. I have no idea how people can say " the Strip" works best, way to many jumps and obstacles and in case you haven't noticed, this game is terrible if you hit anything.
Pick " Superstar" as your driver and select the "Pimped" loadout.
As soon as the race starts press "X" and superstars Rage Ability will fire. It looks like nothing is happening but you are actually blinding your opponents, and as you will see on the radar they will stand completely still. Hit the Boost and aim for the checkpoints, keep looking at your radar to direct you.
Good thing about the Pimped loadout is that you will have 3 Rage attacks and like 5 boosts. After a few checkpoints you will drive on a pretty straight part of the track, keep hitting the boost to create some major distance between you and your opponents. If they still manage to creep up on you, hit the X button to pull of a Rage attack , and they will come to a complete halt again.
Repeat this 5 times and the achievement is yours.

Positive vote for your solution, I did everything you said but I changed the map to "Flightmare" and that was just becaue I was so usesd to the map, so again great solution but I think it's preference as to the map, just find one that your very comfortable driving on.

I know this is almost 11 years too late but the map is Helter Smelter.

This one gave me trouble as it seemed like no matter which map I did, something always screwed me over and I'd finish in 2nd by one or two.
Create a private match and choose The Gauntlet.
Pick Kelley for your driver, and select the "pimped" loadout.
Once the race starts, use your rage power to send everybody up in the air and start using the boost. I found this map the easiest as just about every road is straight, so boosting is made easy and you run into a lot of boost powerups as well. The map is also very flat, so you shouldn't be airborne too awful much compared to other maps. There are some tight corners though, but all in all, not too bad.
Only two checkpoints you have to watch out for. #8. After #7 head past the first three way and take at the second three way take a left followed by another left and up the ramp. The other is #15/#16. #15 is on a ramp itself (should be easy to see from #14). #16, head up the ramp into the tunnel and you should land close to it.
