How to unlock the Steeley achievement in Bloons TD 5 - Definitive Guide
UPDATE: If you have all power ups and this just isn't working, deactivate everything except Double Money and Sell.
Below is a video by Angel Krienstovich who shows exactly how to get this. It is the PC version so some things will look differently, but there's not much of a difference when it comes to the gameplay.
Step 0 - Purchase Double Cash for $7,500 MM
Step 1 - Load up the Wizard Lord Special Mission
Step 2 - Pause the game and make sure auto start rounds is turned off
Step 3 - Place Dart Monkeys all around near the track upgrading them 3 to the right
Step 4 - Once you complete Wave 23, sell all of your Dart Monkeys
Step 5 - Place Monkey village in the correct spot shown in the video
Step 6 - Place Boomerang Monkey upgrading 4 to the left and once to the right
Step 7 - Place Ice Tower next to Boomerang Monkey upgrading 3 to the left and 2 to the right
Step 8 - Sell Monkey Village
Step 9 - Do Steps 5-8 on the other side (shown in video).
Step 10 - Place Glue Gunner at the top so it hits the enemies right away. Upgrade it 3 to the right and 1 to the left.
Step 11 - Place Dartling Gun above the path on the right, making sure it is facing down that path. If you don't have it facing down the correct path (shown in video) it will end the trick. Upgrade it 4 to the left and 2 to the right.
Step 12 - Start round 24 making sure you are NOT fast forwarding until you have your Dartling Gun fully upgraded. (If you don't have it fully upgraded and are Fast Forwarding, it will lag the game horribly).
Step 13 - Once you're ready, use your Dartling Gun and move it over all the balloons popping them all. Then sell everything and let the game end. This is the only way for your progress to get tracked. Worst case scenario, you have to do it again to get the remaining Lead balloon pops. I ended my game at 1,800,000 money and went from 24% to about 87% achievement progress.
Not sure if I had something different in my set up but this makes the achievement a lot faster than it would be normally.
Load up the special mission 'Wizard Lord' and get to round 23 (easiest way to do this is to spam 1/1 dart monkeys until round 16, using the wizard lord's ability when needed, and then upgrading to 2/3). On round 23 sell all of your towers, which should leave you with about 40k to work with. Buy 3 1/3 glue gunners near the front of the map, with one of them able to reach the first corner (image of setup below). Then buy a 4/1 boomerang monkey on both the left and right exit paths. If you still have enough money, buy a 3/2 ice tower next to each boomerang monkey. This setup gives you infinite popping power, meaning it's impossible for any bloons to get past.

If everything goes correctly, you should now have an infinite lead regrow farm. I would recommend getting a 4/X dartling gunner as soon as possible, as the ice/boomerang method is extremely laggy. If you're using the dartling gunner specialist building then you can lock the dartling gunner to the right path and play another game while you wait (the lead bloons only move along the right path).

This will take a very long time to get naturally. A normal game from wave 1 to wave 85 has 277 Leads and there are no Leads after wave 85 so you would have to play about 1,000 games. Please note that there is no visible counter which shows your progress towards this and the other 'pop x bloons' trophies so I can't tell if restarting a mission or exiting mid-wave has any impact on progress. The game saves after every wave so my best guess would be that after every wave, your progress towards these trophies is saved as well.
There are multiple methods to make progress faster than just replaying maps:
1: You can replay the Wizard Lord Special Missions which has about 700 leads. You can play the Special Mission as often as you want and once you've gotten all the upgrades it shouldn't be challenging.
2: Once you have finished all 250 random missions, you can alternatively replay the random mission "Chemical Warfare". In this mission, all bloons with an RBE of less than a lead (i.e. black, Ice, Pink, Yellow, Green, Blue and Red) are Leads. This method is probably more pleasant than the Wizard Lord Special Mission since you don't have to rebuild towers constantly and once your setup is powerful enough you can leave the game run by itself. "RBE" means "Red Bloon Equivalent" and tells you how many Red bloons (which are the weakest kind) the next wave is equal to.
Below, I will show you how to play Chemical Warfare after finishing all 250 random missions. You can also play it multiple times once it first shows up but as explained in the walkthrough for Entirely Random, it's gone once you exit the menu until you all the random missions are complete.
3: This is by far the fastest but also the most difficult method. You can Regen farm wave 14 in the Wizard Lord Special Missions. This wave has Regen Lead bloons and if you manage to keep them multiplying the trophy will pop after an hour or two. In order to efficiently farm you must keep the balance. If you eliminate too many bloons you will eventually finish the level and your farming is over. If your setup is unbalanced, this usually happens within the first ten minutes. You must also avoid the opposite because the game becomes extremely slow if too many bloons are on screen and eventually you won't be able to move the cursor anymore or execute any actions.
I have used a method similar to Angel Krienstovich's but I couldn't get his setup working so I made some modifications and ended up with a 4/2 Dartling Gun, a 1/3 Glue Gunner and two 3/0 Ice Towers. Until I was able to afford a 4/2 Dartling Gun I used two 3/1 Boomerang Throwers which I upgraded to 4/1 once I could afford it. I recommend to fully upgrade the Dartling Gun speciality building and activate it when trying this method since you can then lock your Dartling Gun to a target, otherwise it'll follow the cursor.
The purpose of the Ice Towers is to slow down the bloons near the Wizard Lord so he always has enough bloons available to push back to the beginning of the map where they get glued (no corrosive glue!). The Dartling Gun makes sure no bloon gets through to the end of the map. The positions of the Ice Towers and the Dartling Gun's ray are important because the slow down area must be just big enough to keep the pool of bloons healthy (or else the Wizard Lord will destroy them too quickly and finish the wave) but not too big or otherwise the game gets too slow.
The trophy will only pop once you finish the level so you must find a way to finish farming. I just placed a second 4/2 Dartling Gun and aimed it at the entrance. The trophy popped for me after wave 15 so don't be surprised if it takes a little while.
You can see in the following video how I survived the first 12 waves but I setup my towers in wave 13 and started farming in wave 14. I have recorded the first 30 minutes as proof that this setup is stable but there is no need to watch more than the first 5 minutes otherwise.
