Chronologically, if you've been focusing on every mission given to you during your free time, you should get this after the Rika/Kaori Inetermission. This will include the 99 points needed to befriend girls (though you'll need more than that to max the affection of the girls at this point, you should have at least one complete and a few others over half by this point).
