You want to be about 1-2 car lengths behind and to the side of a car (or group of cars, if you can). Then boost past them, and move so they're behind you, then bolt them. This worked for me in single player.

I'm pretty sure you just need to manage to combo the nitroovertake or even clean nitro with the reverse bolt, but it might need to be a combo of its own.
