There are 14 locations, here's a checklist:

Amboy
Barcelona Gracia
Barcelona Oval
Brighton
Hackney
Hollywood Hills
LA Docks
LA Downtown
LA River
Mount Haruna
NY Dumbo
SanFran Russian Hill
SanFran Sausalito
Tokyo Shutoko

The earliest you can get this is in singleplayer is the one-on-one with the Twins (7th set of challenges), which opens up Mount Haruna.

All maps are also available in multiplayer, so you don't need to progress in singleplayer to get this. Thanks Asilent Boom!

I got this playing in multiplayer only, so you don't have to do the single player at all.

It looks like you can't do this using local multiplayer though - I've just played through every location with a friend and it didn't unlock.
