To get this achievement you need to,

Hold on to a shield for 1 lap and win the race

Mines and Shocks do count but they have to be your opponents. Firing them out yourself and driving through will not count.

An easy way to shield the 50 incoming close range power ups is to go on Multiplayer and use the mod that allows you to dodge shunts easier. Use the shield when the warning bar goes green and it'll usually add one to the score required

My achievement popped when I used my shield too late while running through a group of fragments (still needed to get 1 more close range) : I got hit but my shield stopped the last fragments, so it counted it as a close range (I hope this wasn't due to lag but it worked).
