This achievement is earned by picking up Intel that drops after earning a 15x multiplier. You will notice there are three different kinds of intel, blue, yellow, and green. Green is the intel you want to pick up. Immediately after grabbing it, the achievement will pop.

Just thought I'd mention that I got this when I hit a 12x multiplier (I paused the game right after it popped to check what achievement it was, and then lost my multiplier when I got to 14x). I was playing on Easy though, so maybe difficulty makes a difference in when the highest Intel drops?

That's a possibility, I couldn't tell you to be honest. I rented the game and never finished it. I know that the green ones are what pop the achievement.
