To get this achievement you need to buy EVERYTHING from the Motor Forge... APART FROM:
Paint Jobs
Mt. Rockmore Statues
(These two things don't count.)
If you need more Fire Tributes (aka money) to buy stuff, then do side-quests, hunter missions, etc.
If you've done all those, and you need more money, just ride around until you find some of your team that are under attack by the Tainted Coil. Help them kill them and you'll be rewarded.

It's important to note that purchasing the Mount. Rockmore heads does NOT count toward this achievement, so those are a waste of Fire Tributes.
In regards to earning enough Tributes to earn the achivements, completing all side missions, freeing serpents, viewing vistas and even helping the randomly encountered groups of troops will all add toward your total.

I did all the side quests and collectibles and still didn't have enough fire tributes to finish this. As it turns out, killing Tainted Coil units that are attacking your troops also give you fire tributes. One good place to find them is in the far east part of the northwest section (just east of the razorfire boars).

Also, I don't know what the exact criteria for this achievement are, but I got the achievement when I bought my 43rd upgrade out of 47. However, please note that to get the 100% achievement you have to make sure you get EVERY upgrade, so don't stop at the achievement, go on till you have everything, that is if you're intending to get the 100% achievement too.
