Go to area with the rock 'metal sign' hands that come out of the ground (near Bladehenge). One hand has stairs and some lightning effects on top. Go to the top of that one and change the 4 heads to Razputin (Razputin is the one with the goggles on his head, added this tnx to XI AlphaMale IX)
Remember that you have to visit a Motor Forge after buying this DLC pack to 'buy' the free Razputin head.

Razputin is the one with the goggles on his head.

For any Xbox Series players trying to get this in 2022:
You need to download the "Hammer of Infinite Fate" DLC from the title screen (press X), then when prompted by the Xbox overlay go to "Manage Installs" and enable the DLC pack for the game.

To the right of the statue of the sword piercing the ground, and below the Motor Forge. Where you can jump the open area to the four heads carved into the mountain side. You'll find a group of rock statues of hands giving the "Metal Horns" jester out of the ground. The biggest one has steps leading up to it. Go on that platform, hit Y, and you can change what head is carved into the mountain side. Make all 4 the guy with the goggles. Pretty simple.
