You can do it on the first stage of Roswell RD (must be in Road Trip mode).
The fog is the second event that will appear in this level, try to stack a lot of car in the middle of the crossroad, without blowing them, after the Missile-truck event.
Doing that will prevent a lot of car from escaping while there's the fog.
The fog's coming, don't touch anything (since you can't see) and the achievement may be yours, there's some luck involved !

Simply cannot get tgis to pop, did exactly what you said. Any more tips?

You sure, you did'nt use your Crashbreaker? Because i missed the point of not using it.
