Once you have earned your D class licence you will need to win 7 more events to earn your C class licence, which can be a combination of any of the 5 event types (Burning Route, Road Rage, Race, Stunt Run and Marked Man)

Win 9 events. You can choose any combination of events to win. The events are Races (blue), Stunt Runs (green), Road Rage (red), Marked Man (yellow) and Burning Routes (orange). Every time you advance to a higher license, the events that you have won reset. The one exception to this is the Burning Routes, which you only have to win once. You can tell which events you have completed by pressing Select to bring up your map. The completed events will have a check mark on the circle.
