Burnout Billboards are large red flashing billboards spread around the map, drive through them to smash them. Any you smash will show as smashed once you’ve done them, there are 120 in the game so you only need to do half.

Smash through any 60 of the 120 billboards in Paradise City. Since you only have to drive through half of them, go for the easy ones. Here is a map showing all the locations of the billboards.
