This objective popped up for me in Story Mode + on Nov. 22. Right around 10 or so games into the season.
You do NOT need to do one of the LB dekes while on fire. All you have you do is some kind of dekeing motion with the right stick before scoring.

It unlocked for me during the third game. The objectives are random so I kept exiting out until I got a collectable

yeah I've noticed. It looks like a couple are only in NG+. I'll edit this tomorrow.
