How to unlock the War Hero achievement in Call of Duty: World at War - Definitive Guide

You'll get this achievement as soon as you complete the last level. You can not do this in Co-op mode like it says in the description. So I would recommend going on the easiest difficulty.

It didn't pop for me too. I had the achievement for finishing the last Eastern front mission, but I didn't have this one..

Finish up to, and including, Downfall on any difficulty. Well done for finishing CoD:WaW.
